She doubts that one of the Antagonists could have been eliminated (as Neil told the Protagonist). She especially urges him to meet Sator to steal with him the plutonium 241, the one he wanted in Kiev. Indeed, despite the success of his operation in Kiev, the CIA returned the plutonium to Ukraine. The plutonium will be transported to Tallinn, Estonia and Sator will want to recover it. He must join this operation to prevent it.
